What Is the Direct Vision Standard (DVS)?
The Direct Vision Standard (DVS) measures how much an HGV driver can see directly through their cab windows and assigns a star rating from 0 (poor visibility) to 5 (excellent visibility). Vehicles operating in London must meet minimum safety requirements or install a Progressive Safe System to obtain a permit.
Since October 2024, all HGVs over 12 tonnes entering Greater London must:
- Hold a valid HGV Safety Permit
- Meet minimum visibility standards
OR - Install a Progressive Safe System
Do I Need an HGV Safety Permit?
You need a permit if your vehicle:
- Is over 12 tonnes GVW
- Operates in Greater London
You are compliant if:
- Your vehicle is rated 3 stars or above ✅
OR - You install a Progressive Safe System on a 0–2 star vehicle ✅
Failure to comply can result in:

DVS 2024 Requirements – Progressive Safe System Explained
If your HGV is rated 0, 1 or 2 stars, you must install a Progressive Safe System (PSS).
